Drottning Kristina mot Karl XI:s förmyndare.
Tre bref 1668—1669.
Ehuru drottning Kristina vid sitt besök i Stockholm 1660 mottogs med kungliga hedersbetygelser, visade förmyndarestyrelsen för den unge Karl XI redan då ett misstroende till hennes afsikter — för öfrigt ej ogrundadt —, som icke minskades under de följande åren. Både 1664 och 1668 drefvos ständerna af regeringen till strängare beslut mot drottningen, än de egentligen önskade. Redan 1660 hade man inskränkt Kristinas rättigheter i underhållsländerna; 1664 afslogs hennes begäran om fri religionsöfning, och då hon icke dess mindre 1667 anlände till Sverige med en katolsk präst i sitt följe, såg hon sig nödsakad att uppgifva färden, innan hon nått hufvudstaden. Vid 1668 års riksdag upprepade drottningen från Hamburg samma anhållan och föreslog tillika ett utbyte af underhållsländerna (Gottland, Öland, Ösel m. m.) mot svenska hertigdömet Bremen; men det förra vägrades ånyo och det senare beviljades endast på villkor, som Kristina förkastade. Hon ville därmed vinna ej blott en säkrare inkomst, utan också en själfständig politisk ställning, men en sådan kunde naturligtvis icke medgifvas. Drottningen tog denna dubbla motgång hårdt, och när till yttermera visso bremiske presidenten Kleihe anlände med ett uppdrag, som i sak innebar ett kärft förbud mot nya besök i Sverige, brast Kristinas tålamod. Hon mottog honom med ett vredesutbrott och aflät till konungen en i hög och utmanande ton hållen skrifvelse af 20 okt. (n. st.), som äger sin märklighet äfven därför, att den gaf regeringen ännu ett välkommet skäl jämte andra till en helt annan lösning af underhållsfrågan. Ett rådslag af 19 dec. 1668 stadgade, att underhållsländerna utan vidare skulle tagas under kronans egen förvaltning och inkomsterna utbetalas till drottningen genom kammarkollegium. Kristinas generalguvernör, riksrådet Gustaf Kurck, underrättades samtidigt, att hans ämbete härmed upphörde, såvida det rörde ifrågavarande områdens styrelse.
Det var ej att vänta, att denna genomgripande åtgärd skulle godtagas af Kristina utan motstånd. När underrättelse om hvad som skett nådde henne genom hennes sändebud i Stockholm, öfverstelöjtnanten Bernhard von Rosenbach, uppsatte hon ett denna gång både värdigt och kraftfullt svar (9 febr. 1669 n. st.), om hvilket Nils Brahe yttrade vid dess uppläsning i svenska rådet, att det vore »wäl skriffuit och utan twifuel i den intention, att ded skall publiceras» (Gabriel Lillieflychts rådsprotokoll 11 mars 1669. Brefvet bär ock påteckningen: »Lect: in Senatu d. 11. Martij. 1669.»). Mot Kleihes framställning af sin sammanstötning med Kristina afgaf hon samtidigt en skarp protest, hvari hon djärft förnekade dess sanningsenlighet i alla delar (Denna skrifvelse — n:r 3 nedan — är odaterad, men enligt påteckning presenterad 12 mars 1669. Jfr Lillieflychts protokoll s. d.). Hennes gensagor verkade också så mycket, att Kurck återinsattes i sitt generalguvernörsämbete på grund af ett nytt rådslag af 3 april, i det han fick sin förut af drottningen gifna fullmakt förnyad af K. M:t. Förvaltningen i öfrigt och tjänstemännens utnämning återfick Kristina först vid Karl XI:s myndighetsförklaring i december 1672, då hennes ursprungliga underhållsrecess af 1654 stadfästes utan annan inskränkning än den, som blifvit stadgad redan 1660 och som framför allt gällde kyrkliga ärenden.
De tre bref från Kristina till förmyndarestyrelsen, som aftryckas härnedan, finnas numera samtliga förvarade i original (med egenhändiga namnteckningar) bland Skrifvelser till K. M:t i Riksarkivet. Det första har förgäfves varit eftersökt af Bildt (Christine de Suède et le cardinal Azzolino, s. 495); dess innehåll kan jämföras med den »Relation de ce qui se passa sur le sujet de la commission de Kleihe», som meddelas af honom (s. 494 f.). Närmare käll- och litteraturuppgifter torde här vara öfverflödiga, då de komma att lämnas i ett arbete om finanspolitiken 1668—72 (Jämte Carlsons och Fryxells framställningar må dock för Kristinas historia under 1660-talet påpekas Tham, Bidrag till svenska riksdagarnes och regeringsformernas historia (I—II, 1845—48) och min afhandling Carl X Gustafs testamente, Den politiska striden i Sverige 1660 (1908).). — Brefven äro tryckta med bibehållen stafning, frånsedt bruket af stora bokstäfver.

Queen Kristina against Karl XI's regents.
Three letters, 1668-1669.
Although Queen Kristina was received with royal honours on her visit to Stockholm in 1660, the regency government for the young Karl XI already showed a distrust of her intentions — not unfounded, by the way — which did not diminish in the following years. In both 1664 and 1668 the Estates were driven by the regency to take stricter decisions against the Queen than they actually wanted. As early as 1660, Kristina's rights in her maintenance lands had been restricted; in 1664 her request for free exercise of religion was rejected, and when she arrived in Sweden in 1667, accompanied by a Catholic priest, she found herself forced to abandon the journey before reaching the capital.
At the 1668 Riksdag, the Queen, from Hamburg, repeated the same request and also proposed an exchange of the maintenance lands (Gotland, Öland, Ösel, etc.) for the Swedish duchy of Bremen; but the former was again refused and the latter was granted only on conditions that Kristina rejected. She thereby wanted to gain not only a more secure income, but also an independent political position; but such a position could naturally not be granted.
The Queen took this double setback hard, and when, moreover, the Bremen president Kleihe arrived with a mission that in effect meant a strict prohibition against new visits to Sweden, Kristina's patience broke. She received him with an outburst of anger and sent the King a letter of October 20 (New Style), written in a loud and challenging tone, which is also remarkable because it gave the regency yet another welcome reason, among others, for a completely different solution to the maintenance question.
A council meeting of December 19, 1668 stipulated that the maintenance lands would be taken under the Crown's own administration without further ado and the income would be paid to the Queen through the College of the Chamber. Kristina's governor general, the councilman Gustaf Kurck, was informed at the same time that his office was hereby terminated, insofar as it concerned the administration of the areas in question.
It was not to be expected that this sweeping measure would be accepted by Kristina without resistance. When information about what had happened reached her through her envoy in Stockholm, Lieutenant Colonel Bernhard von Rosenbach, she wrote a reply that was this time both dignified and forceful (February 9, 1669, New Style), about which Nils Brahe stated when it was read out in the Swedish Council that it was "well written and was without any doubt intended to be published" (Gabriel Lillieflycht's Council protocols, March 11, 1669. The letter also bears the note: "Read in the Senate on March 11, 1669.").
At the same time, she issued a sharp protest against Kleihe's account of his encounter with Kristina, in which she boldly denied its truthfulness in all its parts (This letter — no. 3 below — is undated, but according to the note presented on March 12, 1669. Cf. Lillieflycht's minutes, same date.). Her retorts also had such an effect that Kurck was reinstated in his office of governor general by virtue of a new counsel of April 3, in which he had his previous full power granted by the Queen renewed by His Royal Majesty.
Kristina only regained the administration in general and the appointment of officials upon Karl XI's declaration of majority in December 1672, when her original maintenance recess of 1654 was confirmed without any other restriction than that which had been established already in 1660 and which primarily concerned ecclesiastical matters.
The three letters from Kristina to the regency government, which are printed below, are now all preserved in the originals (with handwritten signatures) among Skrivelser till K. M:t in the National Archives (Riksarkivet). The first has been sought in vain by Bildt (Christine de Suède et le cardinal Azzolino, p. 495); its content can be compared with the "Relation de ce qui se passa sur le sujet de la commission de Kleihe", which is reported by him (pp. 494 f.). More detailed source and literature information is probably superfluous here, as they will be provided in a work on financial policy from 1668-72 (In addition to Carlson's and Fryxell's presentations, however, for Kristina's history during the 1660s, Tham, Bidrag till svenska riksdagarnes och regeringsformernas historia (I-II, 1845-48) and my dissertation Carl X Gustafs testamente: Den politiska striden i Sverige 1660 (1908).). — The letters are printed with the spelling retained, except for the use of capital letters.
