The biography:
During the reign of Christina, merit was distinguished and promoted in preference to birth. Salvius, her chancellor, who conducted several negociations advantageous to Sweden, was by his birth excluded from the rank of a senator. That dignity, which is the most exalted in the kingdom, Christina conferred upon him. "When good advice and wise counsels are necessary", said she to the senate, "we only ask of the sixteen divisions what must be done. Salvius wants nothing but birth; he is not only irreproachable, but every way qualified: I must have able counsellors."
