Den 17 Januarij voro förste reesan H:nes K. M:t, Regeringen och Rådett sampt Rickzens Ständer på Rickzsalen och hadhe Rickz-Cantzlern i begynnelsen een oration till Ständerne. Der effter oplästes propositionen.
With modernised spelling:
Den 17 januari voro första resan Hennes Kungliga Majestät, Regeringen och Rådet samt Riksens Ständer på Rikssalen och hade Rikskanslern i begynnelsen en oration till Ständerna. Därefter upplästes propositionen.
English translation (my own):
On January 17, for the first time Her Royal Majesty, the regency and the Council and the Estates of the Realm were in the Hall of State, and the Grand Chancellor gave an oration to the Estates at the beginning. The proposition was then read aloud.
