Instruction pour le Marquis del Monte.

Il ira à Stockholm, où il fera dans la Diette les propositions suivantes au Roi & au Sénat, & employera toutes ses forces & toute son habileté pour les faire agréer & réussir favorablement.

Il demandera la confirmation & l'exécution entiére du Décret fait par la Diette de 1668, touchant le libre exercice de la Religion en Suède pour la Reine & ses Domestiques, & tâchera de l'obtenir le plus amplement qu'il se pourra, signée du Roi & des Etats.

On espére que ce point étant une fois arrêté & accordé par les Etats dans la susdite Diette, il n'y aura aucune difficulté à le confirmer. Mais en tout cas, le Marquis del Monte alléguera le Droit des Gens, l'Usage universel de toutes les Nations, & l'Exemple des Particuliers, & des Ministres Extraordinaires en Suède-même, remontrant qu'il n'est pas raisonnable qu'on dispute à la Reine un Privilége dont jouissent les moindres petits Ministres des Princes Etrangers.

Les conditions proposées autrefois pour avoir ce libre exercice, sont les suivantes.

I. Qu'il soit permis à la Reine, toutes les fois que ses intérêts, sa volonté, ou son bon-plaisir l'obligera de venir en Suède, d'y emmener des Prêtres de sa Religion, autant qu'ils lui seront nécessaires pour le service de sa Chapelle Royale.

II. Qu'il sera permis à tous les Catholiques, des Nations Etrangéres de fréquenter les Dévotions, aussi-bien qu'aux Domestiques de la Reine-même.

III. Que la Reine ne pourra pas avoir parmi ses Ecclésiastiques des Jésuites ni autres Religieux Réguliers de quelque Ordre qu'ils puissent être; & que sur cet article elle s'oblige de donner une ample promesse au Roi & aux Etats.

IV. Qu'elle ne permettra pas à ses Domestiques Luthériens, ni à aucun autre Suédois, de se trouver présent aux Exercices de Dévotion qui se feront dans sa Chapelle.

V. Toutes les fois que la Reine voudra venir en Suède, elle en donnera avis au Roi, & lui envoyera le liste particuliére de ses Ecclésiastiques, afin qu'ils soient connus pour tels à la Cour, & qu'elle n'admette que tel nombre qu'elle aura déclaré lui être absolument nécessaire.

VI. Qu'en cas que Sa Majesté se pût résoudre à faire quelque séjour en Suède, à Stockholm, ou ailleurs dans les Villes & Lieux de ses Domaines, & qu'il arrivât que quelqu'un de ses Ecclésiastiques mourût durant ce séjour, elle pourra faire venir en sa place tel autre Prêtre qu'il lui plaîra, pourvu qu'elle observe toujours l'exclusion des Jésuites, & autres Religieux, comme il est dit ci-dessus, S. M. voulant bien s'imposer d'elle-même ces conditions, pour ôter des esprits tout ombrage, & pour faire voir que l'amour qu'elle porte au repos & à la tranquillité de la Suède, la fait condescendre à tout ce qu'elle peut accorder avec honneur, & en conscience.

Il sollicitera l'entiére exécution des Accordats de l'Abdication, c'est-à-dire, qu'on mette la Reine en possession du reste de ses Biens en Poméranie, & qu'elle soit dédommagée par la Couronne de la perte de ses revenus des années passées, selon l'obligation & la promesse du Roi.

Qu'on laisse à la Reine la disposition libre de tous ses Domaines selon la teneur du Recès, qui doit être inviolablement observé dans tous ses articles, remontrant l'injustice qui a été faite à S. M. en lui ôtant ses droits, dont il demandera l'entiére restitution.

Il demandera instamment la restitution du Podagla, en faisant voir la justice de la Cause de la Reine, & faisant comprendre le tout, & l'injustice qu'on fait à S. M. en lui ôtant ce Bien pour le donner à un perfide, à un parjure, & à un traître. Il s'en plaindra hautement au Roi & aux Etats en leur demandant une promte justice.

Il demandera le payement de ce qui est dû à S. M. tant pour l'argent avancé, que pour les logemens des Troupes sur ses Terres de Poméranie.

Il proposera la vente universelle des Biens & Domaines de la Reine pour la somme d'un million cinq cens mille écus d'argent comptant, ou des assignations assurées; & puisque Sa Majesté n'ignore pas la difficulté qui se trouvera dans le payement d'une si grande somme, & desirant s'accommoder au tems, elle propose de ceder ses Domaines, à condition que la Couronne lui engage la Principauté de Bréme pour ladite somme, afin d'en jouir souverainement jusqu'à ce qu'elle soit remboursée.

Il représentera au Conseil de Suède, que la Couronne ne tire aucun profit ni avantage de cette Province ruinée; que tout l'Etat, & les Garnisons nécessaires payées, il restera à peine à la Reine de quoi subsister du revenu de ce Pays, & que ce n'est pas une aliénation de la Couronne, puisqu'elle pourra toujours la retirer moyennant cette somme, ou bien en laisser jouir la Reine durant sa vie sans se mettre plus en peine.

Il représentera que cet échange, ou bien cet engagement, est utile à la Couronne.

I. Parce qu'il rend au Roi toute la Poméranie, où les Domaines de Sa Majesté l'incommodent d'une maniére si notoire.

II. Qu'il incorporera à la Couronne Gotland, Oeland, Norcoping, & Oesel, qui l'incommodent si fort présentement par leur séparation, que cet échange a été proposé à Sa Majesté par le feu Roi, & qu'il eût été exécuté s'il eût vécu.

III. C'est un moyen expéditif de faire cesser tout d'un coup toutes les prétentions de la Reine, & de la satisfaire à jamais; d'établir une solide, cordiale, & réciproque amitié entre Leurs Majestés, puisqu'il n'y aura plus rien à démêler entre elles.

IV. Que la Couronne accroîtra ses Revenus par l'acquisition de ces Provinces de deux cent mille écus de rente, quoique les Domaines de la Reine ne puissent lui valoir autant; mais ils vaudront assurément cela au Roi.

Si l'on aimoit mieux donner de l'argent, on pourroit assigner à la Reine sur la Hollande, la France & l'Espagne, en cas qu'on en tire des subsides; & si la somme des subsides se trouvoit moindre que ladite somme, la Reine pourroit garder les Domaines jusqu'à l'entier remboursement.

Il faut traiter cette affaire avec une grande dextérité, la faire goûter, la faciliter de toutes les façons possibles, & en obtenir un Décret des Etats-Généraux de Suède, afin que la Reine puisse trouver dans cette affaire toute la solidité & sûreté qui sera nécessaire pour son repos & sa satisfaction.

Il demandera l'assistance du Roi pour être payé de Liven, de Sparre, & de Skantzwinkel, ou de leurs Héritiers, & autres Ministres de la Reine qui ont usé de malversation dans le maniement de ses revenus.

Il demandera un Compte général & particulier de tous les Ministres de la Reine, & de leur administration, & forcera les gens à payer ce qu'ils doivent.

Il prendra une exacte information des droits, confiscations & naufrages qui appartiennent à la Reine, & il tâchera de solliciter le payement par force, & par la voye de la Justice.

Il se plaindra de la part de la Reine de tous les préjudices qui lui ont été faits dans ses droits: on demandera justice & réparation au Roi & aux Etats, tant en général qu'en particulier, & on tâchera de faire connoître au Roi, que la Reine a voulu témoigner encore cet amour pour lui & pour le Royaume, de ne l'inquiéter pas pour cela dans le tems de sa Minorité; par la confiance qu'elle a eue qu'il répareroit le tout entiérement après qu'il auroit pris le Gouvernement du Royaume, mais que l'indispensable nécessité où S. M. se trouve, la force à l'en importuner, la Reine étant persuadée qu'il voudra lui faire justice là-dessus, & faire connoître au Monde qu'il n'a jamais été complice des préjudices & injustices qu'elle a soufferts dans sa Minorité.

Toutes les susdites affaires se commettent au soin & à la fidélité du Marquis del Monte, Sa Majesté mettant toute sa confiance en son adresse & habileté, & comptant qu'il s'employera avec toute l'application requise pour bien réussir.

Au reste, il fera toujours des rapports à la Reine de tout ce qui se passe, & recevra ses ordres sur toutes les propositions nouvelles qu'on lui fera, & il se rendra digne du choix que S. M. a fait de sa personne & de l'honneur de sa confiance.

Instruktion för markisen del Monte.

Han skall bege sig till Stockholm, där han skall framlägga följande förslag till Konungen och Råd i Riksdagen, och kommer att använda all sin kraft och all sin skicklighet för att få dem godkända och gynnsamt lyckade.

Han skall begära stadfästelse och fullständigt verkställande av den av 1668 års Riksdag utfärdade förordningen angående fri religionsutövning i Sverige för Drottningen och hennes tjänare samt försöka få det så fullständigt som möjligt, undertecknat av Konungen och Ständerna.

Det är förhoppningsvis, att denna punkt, en gång av Ständerna avgjorts och beviljad i förutnämnda Riksdag, ingen svårighet kommer att stadfästa. Men i vilket fall som helst kommer markisen del Monte att hävda folkrätten, alla nationers universella bruk, och exemplet från individer och extraordinära ministrar i Sverige självt, vilket visar att det inte är rimligt att Drottningen tvistas om ett privilegium åtnjuts av utländska furstars ringaste ministrar.

Villkoren som tidigare föreslagits för denna fria religionsutövning är följande:

I. Att Drottningen får tillåtas, närhelst hennes intressen, hennes vilja eller hennes välbehag förpliktar henne att komma till Sverige, att ditföra präster av hennes religion, så långt det är nödvändigt för henne för hennes kungliga kapell.

II. Att alla katoliker från främmande nationer skall tillåtas att delta i andakter, såväl som Drottningens tjänare.

III. Att Drottningen inte bland sina kyrkliga må ha jesuiter eller andra vanliga munkar av vilken ordning de än må vara; och att hon på denna artikel förbinder sig att ge ett rikligt löfte åt Konungen och till Ständerna.

IV. Att hon icke skall tillåta sina lutherska tjänare, icke heller någon annan svensk, att närvara vid de andaktsövningar som skall äga rum i hennes kapell.

V. Närhelst Drottningen vill komma till Sverige, skall hon meddela Konungen det, och skall sända honom den särskilda förteckningen över sina kyrkliga, så att de vid hovet må bliva kända som sådana, och att hon endast medge att sådana nummer som hon har förklarat vara absolut nödvändigt.

VI. Att för det fall Hennes Majestät skulle besluta sig för att göra någon vistelse i Sverige, i Stockholm eller annorstädes i sina underhållsländers städer och orter, och om det skulle ske att någon av hennes kyrkliga dör under denna vistelse, hon må inbringa hans placera sådan annan präst som hon vill, förutsatt att hon alltid iakttar uteslutningen av jesuiter och andra munkar, som ovan sagts, Hennes Majestät villig att påtvinga sig själv dessa villkor, för att avlägsna all smuts från människors sinnen och att visa att den kärlek hon bär för Sveriges vila och lugn, får henne att nedlåta sig till allt som hon med ära och med samvete kan skänka.

Han skall begära fullständigt verkställande av abdikationsavtalen, det vill säga att Drottningen sätts i besittning av resten av hennes egendom i Pommern, och att hon ersätts av Kronan för förlorad inkomst under tidigare år, enligt förpliktelse och löfte av Konungen.

Att Drottningen lämnas fritt att förfoga över alla sina underhållsländer enligt Recessens villkor, som okränkbart måste iakttas i alla dess artiklar, vilket visar den orättvisa som har gjorts mot Hennes Majestät genom att beröva henne hennes rättigheter, varav han skall begära full återbetalning.

Han skall enträget be om återställande av Pudagla, genom att visa rättvisan i Drottningens sak, och göra det hela förstådd, och den orättvisa som görs mot Hennes Majestät genom att ta bort denna egendom från henne för att ge den till en falsk man, till en mened och till en förrädare. Han skall klaga starkt till Konungen och till Ständerna och be dem om snabb rättvisa.

Han skall kräva betalning av vad som tillkommer Hennes Majestät både för de förskotterade pengarna och för truppkvarteren på hennes land i Pommern.

Han skall föreslå en allmän försäljning av Drottningens egendom och underhållsländer för summan av en miljon femhundratusen kronor i kontanter, eller garanterade tilldelningar; och eftersom Hennes Majestät inte är omedveten om den svårighet som kommer att finnas i betalningen av en så stor summa, och vill tillgodose sig i tid, föreslår hon att avstå sina underhållsländer, på villkor att Kronan anlitar henne furstendömet Bremen för nämnda summa, för att suveränt åtnjuta den tills den är återbetald.

Han skall förespråka för Sveriges råd att Kronan inte har någon vinst eller fördel av denna ruinerade provins; att all staten och de nödiga garnisoner som betalas, det knappast skall finnas kvar för Drottningen nog att livnära sig på detta lands inkomster, och att detta inte är ett alienation för Kronan, eftersom hon alltid kan återkalla det med hjälp av detta summa, eller låt Drottningen njuta av det under sin livstid utan att göra några ytterligare svårighet.

Han skall representera att detta utbyte, eller annars detta engagemang, är användbart för Kronan.

I. Att han återställer åt Konungen hela Pommern, där Hennes Majestäts underhållsländer så notoriskt besvära henne.

II. Att han lägger till Kronan Gotland, Öland, Norrköping och Ösel, som för närvarande besvärar henne så mycket genom deras separation, att detta utbyte föreslagits Hennes Majestät av framlidne Konungen, och att det skulle ha blivit verkställt om han ville har levt.

III. Det är ett snabbt sätt att genast sätta stopp för alla Drottningens anspråk och tillfredsställa henne för alltid; att upprätta en solid, hjärtlig och ömsesidig vänskap mellan Deras Majestäter, eftersom det inte kommer att finnas något mer att lösa mellan dem.

IV. Att Kronan skall öka sina intäkter genom förvärvet av dessa provinser med tvåhundratusen kronor om året, även om Drottningens underhållsländer icke kan vara lika mycket värda för den; men det skall de säkert vara värda för Konungen.

Om man föredrog att ge pengar, kunde man anvisa till Drottningen över Holland, Frankrike och Spanien, ifall man drar bidrag från dem; och om summan av subventionerna befanns vara mindre än nämnda summa, kunde Drottningen behålla underhållsländerna till hela återbetalningen.

Man måste handla denna affär med stor skicklighet, göra den behaglig, underlätta den på alla möjliga sätt och få ett dekret från Sveriges Ständer, så att Drottningen kan finna i denna affär all den soliditet och trygghet som är nödvändig för hennes vila och tillfredsställelse.

Han skall söka Konungens hjälp att betalas av Lifven, Sparre och Skantzwinkel eller deras arvingar och andra av Drottningens ministrar som har använt förskingring vid hanteringen av hennes inkomster.

Han skall kräva en allmän och särskild redogörelse för alla Drottningens ministrar och deras administration och tvinga folket att betala vad de är skyldiga.

Han skall ta exakt information om de rättigheter, konfiskationer och skeppsvrak som tillhör Drottningen, och han skall försöka begära betalning med våld och rättvisa.

Han skall klaga på Drottningens vägnar över alla de prejudiser som har gjorts mot henne i hennes rättigheter. Man skall begära rättvisa och gottgörelse av Konungen och Ständerna, både i allmänhet och i synnerhet, och man skall försöka göra Konungen känt att Drottningen åter ville visa denna kärlek till honom och till riket, men inte till att bekymra honom om detta i hans minoritets tid, genom det förtroende hon hade att han skulle gottgöra allt efter det att han hade tagit över rikets regering, men att den oumbärliga nödvändigheten som Hennes Majestät befinner sig i tvingade henne att påtala honom, Drottningen är övertygad om att han kommer att vilja göra henne rättvisa i detta och göra det känt för världen att han aldrig var en medbrottsling i de fördomar och orättvisor som hon led i sin minoritet.

Alla ovannämnda angelägenheter är förpliktade till Marquis del Montes omsorg och trohet, Hennes Majestät sätter all hennes förtroende för hans skicklighet och förmåga, och litar på att han kommer att anställa sig själv med all den ansökan som krävs för att lyckas.

Dessutom skall han alltid rapportera till Drottningen om allt som händer, och skall ta emot hennes befallningar om alla de nya förslag som ställs till honom, och han skall göra sig värdig det val som Hennes Majestät har gjort av hennes person och av ära hans förtroende.

English translation (my own):

Instruction for the Marquis del Monte.

He will go to Stockholm, where he will make the following proposals to the King and the Råd in the Riksdag, and will employ all his strength and all his skill to have them approved and favourably succeeded.

He will ask for the confirmation and the complete execution of the decree made by the Riksdag of 1668, concerning the free exercise of religion in Sweden for the Queen and her domestics, and will try to obtain it as fully as possible, signed by the King and the Estates.

It is hoped that this point being once settled and granted by the Estates in the aforesaid Riksdag, there will be no difficulty in confirming it. But in any case, the Marquis del Monte will allege the law of nations, the universal usage of all nations, and the example of individuals, and extraordinary ministers in Sweden itself, showing that it is not reasonable that the Queen be disputed for a privilege enjoyed by the lowest ministers of foreign princes.

The conditions formerly proposed for this free exercise are as follows:

I. That the Queen be permitted, whenever her interests, her will, or her good pleasure will oblige her to come to Sweden, to bring thither priests of her religion, as far as they will be necessary to her for the service of her royal chapel.

II. That all Catholics of foreign nations will be permitted to attend devotions, as well as the domestics of the Queen herself.

III. That the Queen may not have among her ecclesiastics Jesuits or other regular monks of whatever order they may be; and that on this article she undertakes to give an ample promise to the King and to the Estates.

IV. That she will not permit her Lutheran domestics, nor any other Swede, to be present at the devotional exercises which will take place in her chapel.

V. Whenever the Queen wishes to come to Sweden, she will give notice of it to the King, and shall send him the particular list of her ecclesiastics, so that they may be known as such at court, and that she only admit that such number as she has declared to be absolutely necessary.

VI. That in the event that Her Majesty should resolve to make some stay in Sweden, in Stockholm, or elsewhere in the towns and places of her domains, and that it should happen that one of her ecclesiastics dies during this stay, she may bring in his place such other priest as she pleases, provided that she always observes the exclusion of Jesuits and other monks, as stated above, Her Majesty willing to impose on herself these conditions, to remove all umbrage from people's minds, and to show that the love she bears for the repose and tranquility of Sweden, makes her condescend to all that she can bestow with honour and in conscience.

He will solicit the complete execution of the abdication agreements, that is to say, that the Queen be put in possession of the rest of her property in Pomerania, and that she be compensated by the Crown for the loss of her income of past years, according to the obligation and the promise of the King.

That the Queen be left free to dispose of all her domains according to the terms of the Recess, which must be inviolably observed in all its articles, showing the injustice which has been done to Her Majesty by depriving her of her rights, of which he will ask full refund.

He will insistently ask for the restitution of Pudagla, by showing the justice of the Queen's cause, and making the whole thing understood, and the injustice that is being done to Her Majesty by taking away this property from her to give it to a perfidious man, to a perjurer, and to a traitor. He will complain strongly to the King and to the Estates, asking them for prompt justice.

He will demand payment of what is due to Her Majesty both for the money advanced, and for the quarters of the troops on her lands in Pomerania.

He will propose the universal sale of the property and domains of the Queen for the sum of one million five hundred thousand crowns in cash, or assured assignations; and as Her Majesty is not unaware of the difficulty which will be found in the payment of such a large sum, and desiring to accommodate herself to time, she proposes to cede her domains, on condition that the Crown engage her the principality of Bremen for said sum, in order to enjoy it sovereignly until it is reimbursed.

He will represent to the Council of Sweden that the Crown derives no profit or advantage from this ruined province; that all the State and the necessary garrisons being paid, there will hardly be left for the Queen enough to subsist on the revenue of this country, and that this is not an alienation of the Crown, since she can always withdraw it by means of this sum, or let the Queen enjoy it during her lifetime without going to any further trouble.

He will represent that this exchange, or else this engagement, is useful to the Crown.

I. That he restore to the King all Pomerania, where Her Majesty's domains so notoriously inconvenience her.

II. That he will incorporate into the Crown Gotland, Öland, Norrköping, and Ösel, which presently inconvenience her so greatly by their separation, that this exchange was proposed to Her Majesty by the late King, and that it would have been carried out if he would have lived.

III. It is an expeditious means of putting an end at once to all the pretensions of the Queen, and of satisfying her forever; to establish a solid, cordial, and reciprocal friendship between Their Majesties, since there will be nothing more to disentangle between them.

IV. That the Crown will increase its revenues by the acquisition of these provinces by two hundred thousand crowns a year, although the domains of the Queen cannot be worth as much to it; but they will certainly be worth that to the King.

If one preferred to give money, one could assign to the Queen over Holland, France and Spain, in case one draws subsidies from them; and if the sum of the subsidies were found to be less than the said sum, the Queen could keep the domains until the entire repayment.

One must deal with this affair with great dexterity, make it be pleasing, facilitate it in every possible way, and obtain a decree from the Estates General of Sweden, so that the Queen can find in this affair all the solidity and security that will be necessary for her repose and satisfaction.

He will seek the King's assistance to be paid by Lifven, Sparre, and Skantzwinkel, or their heirs, and other of the Queen's ministers who have used embezzlement in the handling of her revenues.

He will demand a general and particular account of all the Queen's ministers, and their administration, and compel the people to pay what they owe.

He will take exact information of the rights, confiscations and shipwrecks which belong to the Queen, and he will try to solicit payment by force, and by way of justice.

He will complain on behalf of the Queen of all the prejudices that have been done to her in her rights. One will ask for justice and reparation from the King and the Estates, both in general and in particular, and one will try to make it known to the King that the Queen wanted to show again this love for him and for the realm, not to worry him about this in the time of his minority, by the confidence she had that he would make up for everything after he had taken over the Government of the Realm, but that the indispensable necessity in which Her Majesty finds herself forced her to importune him, the Queen being persuaded that he will want to do her justice on this, and make it known to the world that he was never an accomplice in the prejudices and injustices she suffered in his minority.

All the aforesaid affairs are committed to the care and fidelity of the Marquis del Monte, Her Majesty placing all her confidence in his skill and ability, and trusting that he will employ himself with all the application required to succeed.

Moreover, he will always report to the Queen on everything that happens, and will receive her orders on all the new proposals that are made to him, and he will make himself worthy of the choice that Her Majesty has made of her person and of the honour of his trust.
