Christina etc. Wår gunst etc. Såsom wij för 8 dagar sedan, monde befalla eder, Commissarie Harald Appelbohm, att Hålla eder färdiga till resan åth Engellandh, och förrätta den commissionen i framledne Residentens Sfiringz Ställe, Så Hade Wij fuller förmeent, at wij på denne Posten skulle hafwa Kunnat slika wår Jnstruction och Creditif Hertill vthöfwer, Men effter som wij ähre ännu icke dermedh aldeles färdige blefne, vthan moste bespara denne till nästa Post, tå wij och wele sända edher een Wexell på någre Penningar till [...] Engliske Resas fortsättningh. Tÿ är härmedh wår nådige willie och befallning, att j hålla eder effter wår förre ordre till resan färdige om den till att ahngå, så snart eder bem:te Wår Jnstruction och creditif tillKomme. Notre faveur, etc. Alors qu'il y a 8 jours Nous vous avons certainement ordonné, commissaire Hérault Appelboom, d'être prêt pour le voyage en Angleterre et d'exécuter cette mission à la place du feu résident Spiering, Nous avions donc certainement supposé que dans cette position, Nous aurions pu envoyer de telles instructions et lettres de créance en plus de cela; mais comme Nous n'en avons pas encore tout à fait fini avec cela, mais que Nous devons le garder pour l'ordinaire prochain, lorsque Nous vous enverrons aussi une lettre de change contre de l'argent pour la suite du voyage anglais, c'est donc Notre gracieuse volonté et ordre, selon Notre ordre précédent, que vous vous teniez prêt pour le voyage afin de le poursuivre, dès que vous aurez reçu Nos instructions et Nos lettres de créance. Et Nous vous recommandons, etc.

English translation (my own):

Our favour, etc. Whereas 8 days ago We certainly command you, Commissioner Harald Appelboom, to be ready for the journey to England and to carry out that commission in place of the late Resident Spiering, so We had certainly assumed that in this position We would have been able to send such Our instruction and credentials in addition to this; but as We are not yet quite finished with that, but must save this for the next post, when We will also send you a bill of exchange for some money for the continuation of the English journey, it is therefore and hereby Our gracious will and command that you, according to Our previous order, stay ready for the journey in order to proceed with it, as soon as you receive Our instruction and credentials. And We commend you, etc.
